Warren County and the SPCA of Upstate New York are having trouble agreeing on an animal cruelty case contract. WNYT reports Warren County is balking at the SPCA’s asking price of $15,000 a month to provide services in cruelty cases.
The SPCA submitted the only proposal before the window closed on March 25.
